In a significant move toward decentralized planning and rural empowerment, the West Tripura Zilla Parishad convened a crucial meeting today at its conference hall. The session, presided over by Acting Chairperson (In-charge) Biswajit Shil, focused exclusively on the systematic evaluation and formulation of budgets for the Gram Panchayat areas under the district’s jurisdiction.
Focus on Development and Self-Reliance
The meeting was attended by Panchayat Samiti chairpersons, Block Development Officers (BDOs), and senior district officials. The primary objective was to ensure that the budgetary allocations for the upcoming fiscal year align with the actual needs of the rural populace.
Key Highlights of the Budget Discussion:
- Infrastructure Priority: Acting President Biswajit Shil emphasized the need for increased spending on rural road maintenance, drainage systems, and street lighting to enhance the quality of life in village areas.
- Agriculture and Irrigation: A significant portion of the discussed budget is earmarked for minor irrigation projects and providing modern equipment to farmers to boost the local agrarian economy.
- Social Welfare Schemes: The meeting reviewed the fund utilization for central and state-sponsored schemes, ensuring that benefits like PMAY-G and MGNREGA reach the genuine beneficiaries on time.
“Transparency is Key” – Biswajit Shil
During the discussion, Shri Biswajit Shil directed the officials to maintain strict transparency in the execution of Panchayat-level projects. He noted that the budget is not just a document of expenditures but a roadmap for the “Antyodaya” (serving the last person) vision.
“The Gram Panchayat is the basic unit of our democracy,” Shil stated. “Through this budget, we are focusing on creating permanent assets in our villages. We are also looking into innovative ways for Panchayats to generate their own revenue to become truly ‘Atmanirbhar’ (self-reliant).”
Systematic Review of Pending Projects
Apart from the new budget, the Acting Chairperson also took stock of the ongoing projects from the previous financial year. He issued a stern warning against delays, particularly in projects related to drinking water connectivity and primary health sub-centers.
The meeting concluded with a call for better coordination between the three tiers of the Panchayati Raj system to ensure the swift implementation of the proposed budgetary measures.
