AGARTALA: Highlighting the critical need for seamless coordination between security forces and civil administration, a high-level seminar on “Civil-Military Fusion” was held today at the Alpha Auditorium of the 21 Sector Assam Rifles headquarters. The event brought together the top brass of the state’s security apparatus and administrative leadership to discuss integrated strategies for border management and internal security.
Hon’ble Governor of Tripura, Shri Indra Sena Reddy Nallu, graced the occasion as the Chief Guest, emphasizing that modern security challenges require a unified “Whole-of-Government” approach.
A Unified Security Front
The seminar served as a strategic platform for various agencies to share insights on bridging the gap between military intelligence, paramilitary vigilance, and civil governance.

- Shri Amitabh Ranjan (DGP, Tripura Police): Shared perspectives on the evolving nature of transnational crime and the role of state police in supporting military objectives.
- Shri Piyush Patel (IG, BSF Tripura Frontier): Discussed the intricacies of managing the porous international border and the necessity of technology-driven surveillance.
- Shri Abhishek Singh (Home Secretary, Govt. of Tripura): Detailed the administrative support systems and legal frameworks required to facilitate smooth military operations within the state.
- Brigadier (21 Sector Assam Rifles): Hosted the session, outlining the Assam Rifles’ dual role in border guarding and community outreach.
“Fusion is No Longer Optional”: Governor’s Address
Governor Indra Sena Reddy Nallu, in his keynote address, noted that the distinction between internal and external threats is increasingly blurring due to cyber warfare and narco-terrorism.
”Civil-Military Fusion is not just a concept; it is a necessity for the 21st century. Whether it is disaster management, infrastructure development in border areas, or counter-insurgency, our soldiers and our civil servants must work as one unit. Tripura, with its strategic geographical location, serves as a model for such cooperation,” the Governor stated.

The seminar delved into several technical and strategic areas:
- Military-Civil Fusion (MCF): Utilizing civilian technological advancements (like 5G and AI) for defense purposes and vice versa.
- Border Area Development: Ensuring that infrastructure projects like the Agartala-Akhaura rail link and border haats are integrated into the security grid.
- Community Intelligence: Engaging border-dwelling populations as “eyes and ears” to thwart infiltration and smuggling.
- Disaster Response: Joint training exercises between the NDRF, State Police, and Assam Rifles for rapid earthquake and flood response.

The seminar concluded with a consensus on forming a Permanent Coordination Committee involving the Home Department, Tripura Police, BSF, and Assam Rifles to meet quarterly and review security protocols.
