On Sunday, the Executive Committee of the National Economic Council (ECNEC) approved a TK5,452.42 freight feeding program for government primary schools to ensure that students receive nutritious foods and reduce malnutrition.
The approval took place at the ECNEC conference held in the NEC conference room in Shell e Bangla Nagar, city, along with Chairman and Chief Advisor, Mohammed Yunus.
Briefing reporters after the meeting, Planning Advisor Dr Wahiddin Mahmoud said a total of 15 projects have been approved, with an estimated cost of TK21,139.45 crore.
Of that amount, TK14,193.57 comes from the government, while TK6,539.29 comes from the project loan and TK406.59 comes from the own funds of the related organizations.
Among the approved projects, seven are new and eight are revised launched during the exiled Awami League government.
The school feeding program aims to improve primary school admissions and attendance while ensuring students complete their education.
Under the initiative, 3.13 million students from 19,419 primary schools of 150 Upazila will be given nutritious foods, including fortified biscuits, bananas, seasonal fruits, bread, eggs and UHT milk five days a week.
Project areas were selected based on poverty mapping from the Household Income and Expense Survey (HIES) 2022.
Dr. Mahmud emphasized that strict control and surveillance is in place to prevent misuse of food supplies.
The Officers (UNOs) of Upazila Nirbahi are tasked with overseeing distribution to ensure that students receive assigned food.
“The programme not only helps improve students’ nutrition, but also helps reduce dropouts and encourages attendance at school,” he added.
The meeting also discussed the need to effectively assess and utilize government-owned land.
Various government agencies, including the Bangladesh Railway, the Bangladesh Water Development Committee and Zila Parishads, own large-scale land, some of which remain unused.
Dr. Mahmud suggested that new projects could be planned in places where they could be implemented.
The Planning Commission is also considering an integrated river infrastructure management initiative to optimize surface water use.
The Ministry of Water Resources plans to undertake a project this year to restore 10 rivers, including Korotoa, Bagour and Titas, and take action against invaders.
To increase transparency, the government has approved amendments to its procurement policy and ensures a fully online bidding process to promote competition.
He said the Implementation, Monitoring and Evaluation Division (IMED) under the Ministry of Planning will be further strengthened, with progress in implementation of all projects being posted online and online to facilitate the pace of implementation.
Dr Mahmud said the amendments to government procurement policy were recently approved by the Advisors Council to ensure more competition by lining up more transparency in the bidding process.
He also informed that the bidding process under the project will be cent percent online in the coming days to strengthen competition.
In response to the question, the planning advisor stated that the revised project on the Sayedabad water treatment plant has been granted approval for the condition.
He said that rather than having to fully utilize surface water, there would be no sustainable solution to capital water needs by lifting groundwater.
