The Karnataka State Cabinet recently discussed the drafts of the Karnataka Crowd Control (Managing Crowd at Events and Venues of Mass Gathering) Bill 2025, along with three other Bills. This proposal comes in response to the tragic stampede that resulted in the deaths of 11 cricket fans outside Bengaluru’s M. Chinnaswamy Stadium on June 4.
In an effort to prevent such incidents in the future, the new Bill includes stringent measures to ensure crowd control at events and venues of mass gathering. One of the key provisions of the Bill states that the event planner will be held responsible for paying compensation to individuals who are injured and to the families of those who have lost their lives.
If the event planner fails to provide the necessary compensation, the government will have the authority to auction off the planner’s property to cover the costs. In addition to financial penalties, the Bill also includes a provision for a three-year jail term and a fine of ₹5 lakh for those found guilty of negligence in crowd management.
The tragic events of June 4 have highlighted the need for stricter regulations when it comes to managing crowds at public events. The Karnataka government is taking proactive steps to ensure the safety and well-being of all individuals attending such gatherings in the future.
