Tripura Chief Minister, Professor (Dr.) Manik Saha today chaired a crucial meeting of the State Level Advisory Committee of the Revenue Department at the Secretariat. The meeting primarily focused on proposals seeking approval for water body diversion and the sale and transfer of allotted land.
The meeting witnessed the presence of key officials, including the Secretary of the Revenue and Tribal Welfare Department, Brijesh Pandey, and the Secretary of the Law Department, Sanjay Bhattacharya, along with other senior officers. District Magistrates and Collectors from all districts also participated in the meeting via video conferencing.
During the session, the Advisory Committee deliberated on a total of 149 applications. These included 61 proposals seeking permission for water body diversion and 88 applications related to the sale of allotted land.
Chief Minister Professor (Dr.) Manik Saha issued strict directives to the district administrations to rigorously enforce the provisions of the Land Revenue Act and its associated rules and regulations. He emphasized that under no circumstances should there be any violation of the established legal framework in these matters. The Chief Minister specifically stressed the need for stringent monitoring of land transfer, mutation, and the diversion of agricultural land and water bodies.
A significant decision taken at the meeting was the formation of a sub-divisional level committee, headed by the Sub-Divisional Magistrate and comprising the Medical Officer and other relevant sub-divisional officials, to thoroughly scrutinize applications for the sale of allotted land. This committee will be responsible for verifying the authenticity and necessity of each application through a transparent process.
Notably, the last State Level Advisory Committee meeting chaired by the Chief Minister was held on December 4, 2023. During that meeting, the Chief Minister directed the district administrations to adopt strict and precautionary measures concerning revenue-related matters, particularly the transfer, registration, and mutation of land, the diversion of agricultural land and water bodies, and the permission for the sale of allotted land. He had also emphasized the need to further strengthen the revenue administration and bring greater transparency at all levels.
In line with the Chief Minister’s directives, various steps have been taken over the past year to bolster the revenue administration at the field level, ensuring a zero-tolerance policy towards any illegal activities. This includes the approval for the recruitment of 14 Revenue Inspectors, 164 Tahsildars, 10 Junior Surveyors, 29 Amins, and 37 Muhris, with the recruitment process already underway. Furthermore, the creation of new posts for over 200 personnel in the Revenue Department, including Revenue Inspectors, Amins, and System Analysts, is in progress.
To enhance transparency and protect landowners’ interests, information related to the inheritance of registered documents will be uploaded, enabling potential buyers to verify land ownership before purchase. A 14-digit Unique Land Parcel Identification Number is being allocated for the identification of each land plot. Additionally, a cybersecurity audit has been conducted for 12 software applications used by the Revenue Department, including e-Jami, Court Monitoring System, Tripura Web Map, Jami Seva, and the National Generic Document System, to safeguard landowners’ data.
These comprehensive measures are aimed at strengthening the revenue administration, enhancing transparency and efficiency in its operations, and ushering in a new era of citizen-centric services. This information was conveyed through a press release issued by the Revenue Department.
