AGARTALA | July 9, 2026: In a major step toward fortifying the child protection framework and simplifying legal adoption procedures in the state, a comprehensive state-level orientation training program on ‘Adoption Regulations, 2022’ was formally inaugurated today at the Pragna Bhavan complex in Agartala. The specialized capacity-building conclave was organized by the Department of Social Welfare and Social Education to standardize legal protocols for juvenile care institutions across all eight districts.
The inaugural ceremony was led by the Minister for Social Welfare and Social Education, Youth Affairs & Sports, Shri Tinku Roy, alongside senior judicial officers, child rights activists, and administrative directors of regional welfare boards.
Modernizing the Legal Architecture of Child Adoption
The single-day state-level training program focused on dissecting the statutory amendments introduced under the Adoption Regulations, 2022, which shifted the authority to issue definitive adoption orders from traditional family courts to District Magistrates (DMs) and Additional District Magistrates (ADMs). This landmark transition was executed to significantly reduce legal delays, eliminate systemic bottlenecks, and fast-track the rehabilitation of orphaned, abandoned, and surrendered children into secure family environments.
The orientation drew active participation from members of District Child Protection Units (DCPUs), Child Welfare Committees (CWCs), Juvenile Justice Boards (JJBs), and specialized adoption agencies (SAAs) operating across the state.
”Children are the most vulnerable segment of our society, and providing them with a secure, loving, and legally protected family environment is our highest institutional priority. The implementation of the Adoption Regulations, 2022 represents a massive policy shift toward making the entire adoption lifecycle transparent, digitised, and free from corrupt middle-tier interventions. By empowering District Magistrates to directly handle these cases, the central government has cut down years of tedious court litigation into a matter of months. I urge our field officers, social workers, and CWC members present here today to thoroughly master these updated legal guidelines at Pragna Bhavan. We must ensure that no child remains stranded in institutional care due to administrative sluggishness or minor documentation gaps,” Social Welfare Minister Tinku Roy stated during his inaugural address.
Strict Monitoring of Adoption Agencies Outlined
Speaking during the technical sessions, senior administrative directors emphasized that all recognized child care homes must regularly update their real-time occupancy data on the centralized CARINGS portal. The state department warned that any unauthorized delay in reporting abandoned infants or processing home-study reports of Prospective Adoptive Parents (PAPs) will attract strict disciplinary action.
The training concluded with an interactive open-house session where legal experts resolved operational queries raised by sub-divisional welfare officers regarding the handling of inter-country adoptions and managing the transition of older children under foster care frameworks.
